Certification Office for Business Inclusion and Diversity (COBID)

Helping Oregon’s small businesses succeed by supporting them in securing and renewing COBID certifications and with learning about, connecting to, and competing for public contracting opportunities.


The primary goal of certification is to level the playing field by providing certified firms a fair opportunity to compete for government contracts regardless of owner ethnicity, gender, disability, or firm size.

We provide the following certificiations: Airport Concessionaire Disadvantage Business Enterprise (ACDBE), Disadvantage Business Enterprise (DBE), Minority/Women Business Enterprise (M/WBE), Service-Disabled Veteran Business Enterprise (SDVBE), and Emerging Small Business (ESB).
